css-loader 5+ does not seem to handle :exports without extra configuration.

For now, I've added a note in the Readme that shows how to configure webpack on a project-by-project basis.  It seems that there should be a way to make this work automatically by using the following naming convention on files: ```whatever.icss.scss```, but I have not been able to get this to work so far.
