Host built images on Docker Hub

We should get this on our Docker Hub account! https://hub.docker.com/u/everactive

For now I think using their ability to automatically build each pushed `Dockerfile` is all we need. If possible, the tag should be `latest-pg12` to match upstream convention.

In this repo, we could then add related badges and update the usage instructions in the README.
