Need to discuss at least the technical impact of the DCO requirement: I'm literally unable to import AspirePress's repos while the DCO requirement is in effect. The necessity and merits of DCO itself can be discussed separately, but we need the requirement to be opt-in on a per-repo basis in the interim.
