(kbclient-win) No hotkey to launch client

Granted, there isn't a linux one either, but hotkey assignment in Windows is real ugly at a glance.
I suppose we could leave it to the end user to decide how to launch this but a global hotkey out of the box would be nice.

The more I consider this, the more I think a few things.

1. The "create a shortcut, and assign it a hotkey" approach is not that bad. It doesn't work when an application is displaying full screen (e.g. YouTube, games, etc.), and it is suceptable to issue (windows-kbclient) Disconnecting keyboard may preempt keyup event #4, but apart from that it works reasonably well.

2. If the Windows shortcut approach is unsatisfactory for the user, it's reasonable to expect them to grab some third party tool (AutoHotkey or similar) and configure it how they want.

3. I want to keep this utility fairly simple; Adding a Windows configuration tool to manage hotkey configuration is contrary to this goal, and probably not worth it when dedicated tools for hotkey assignment exist.

I'll let this percolate for now, but probably I won't do anything about it.
