Enhancement: Make collection deletion configurable instead of hard coded

For the component of XMLresolution that deletes old collections after a 24 hour period, make this a configurable time setting instead of one that is hard coded. This configuration could be added to the daitss config file for consistency. This will allow for more manageable time frames in the testing environment.
