Add bookmark-after-load-file-hook support (Emacs 31+) #60
Description
This will allow bufferlo to reconcile its bookmark state vs. a refreshed bookmark-alist and warn a user if a currently active bufferlo bookmark is now no longer present in the list, or if it has changed its type (frame->tab, tab->frame, etc.).
P.S. We currently advise bookmark editing functions and perhaps we should request adding helper hooks/function lists to those commands and functions as well to avoid advice and formalize rename and delete interventions.
