github_issue_converter.py ignores deleted issues resulting in issue ID mismatch #74

What steps will reproduce the problem?
1. Deleted issues are skipped
What is the expected output? What do you see instead?
The issue ids are mismatching on GitHub after using the migration script as NO
"dummy issues" are created (suggested otherwise here:
