[Core] periodic notification digests

**What problem would you like to solve?**
Currently when a notification comes in, it also sends an e-mail.

Instead, users should get the ability to choose a daily or weekly digest instead of instant notification.
For these cases, notifications are added to a queue, and bundled into 1 digested e-mail.
