32 Bit: Replace rand function code in C with inline assembly code

Replace the stdlib rand function code written in C with the assembly code for the Library02 rand function as inline assembly code.

Code actually uses 32 bit operations, so it needs to be deferred until 32 bit long int types are implemented.
