Hotstuff rollup (gagarin part)

Rollup application is an application developed on Gagarin.network which communicates with Ethereum network. Actually it is golang plugin.
1. When view changed application checks who is current relayer  and if we are
a) Get highest block rolluped to Ethereum number
b) Get highest block committed locally
c) Send delta blocks to contract
2. When block is committed locally rolls it up and stores
