Add an "early access" disclosure

The recording interface doesn't meet the quality standard set by the player. Until it does, it should present a dismissable "early access" disclosure.

TODO questions to answer before implementing:
**Should the disclosure be presented on every visit or should the dismissal be "permanent?" Should there be a dismissable disclosure + a persistent, discoverable reminder on the about page?**
