Allow child grid to show below "normal" document page

For a lot of use cases, the current setup -- children on the first tab, document info on the Document tab, and content on the Content tab -- is great. But sometimes, it'd be great to be able to have a parent essentially be a "normal" page, but with a child-adding / listing interface. I'd propose a setting of some sort on the "Container's settings" tab that allows admins to set the document to either a "children only mode" or "document mode" (or something of the sort). "Children only" could still be the default. The end result of the "Document mode" would look something like this:

(This site happens to have ContentBlocks installed, but that doesn't really have a huge bearing on the idea.)
