UTXO management: Transferring funds from an old key to a new key

Context

We will need to rekey deposit addresses and we need to have the final spec for handling it - mainly handling old deposits.

Proposal

Increase the minting fee. The fee should cover:

• amortized workers cost
• Sui tx
• 2/3 of the future UTXO spend (including Ika cost) - which is approximate the same as withdraw cost (so we charge 2/3 withdraw cost). That should cover the rekey scenario. Assumption is that 1/3 will be withdraws and 2/3 will be rekeying.

All of that should be parameters.
