Implement better downstream testing for handwritten libraries #254
Description
It would be helpful to implement downstream testing using this doclet on all handwritten libraries to ensure that any changes do not break javadoc generation. Something similar to https://github.com/googleapis/java-shared-config/blob/main/.kokoro/client-library-check-doclet.sh would be great.
