Where is the built jar of the latest release?

I do not see a built jar in the artifacts for https://github.com/googleapis/java-docfx-doclet/releases/tag/v1.16.0

In previous releases, I could get it and download it via a script from the gh releases area.

ps: also, why it is not published on Maven Central and easily configureable via pom.xml dependency? Or maybe it is somewhere I cannot find?
