[Python] Package as a wheel

What:

Package as a wheel, in addition to a source distribution.

Why:

Several different Python developers have requested this. For more details, see comment by @jonparrott below.

How:

Change tox.ini template to use python setup.py sdist bdist_wheel upload.

Be sure to do both sdists and wheels:

• Universal wheels should everywhere, and pip will prefer them.
• Source dists are a fallback, and should the wheel fail or some unforeseen incompatibility arises, pip will still be able to install the package.
• Source dists can contain optional, non-installed data such as the test suite, which can be useful for downstream packagers (like linux distros).
