control of file display is confusing #49

libgutenberg.GutenbergFiles.get_diskstatus controls whether a file is recorded in the database;
libgutenberg.GutenbergFiles.guess_filetype determines filetypes used downstream
autocat3.HTMLFormatter.NO_DESKTOP_FILETYPES controls whether a file is displayed on a book's bibrec.
This has implications for book layout that is not spelled out anywhere and is overly complicated.
The database has a lot of legacy attributes that remember files that were deleted decades ago, adding to the confusion. Maybe it would be good to just record all files in the database and simplify the display logic
