Ability to Configure Feature Flags

We have about 800+ feature flags configured along with 20k+ Targets and 200+ target groups.

Initialising the SDK with all the feature flags and listening to all of their event is an unnecessary load on the service CPU and Memory requirements.

We need an ability to specify a list of feature flags for which the SDK should be initialised for.
