Add documentation for how to use paymaster feature on your own json rpc relay node.

Problem

Paymaster feature was enabled via hiero-ledger/hiero-json-rpc-relay#3941 but we don't have proper documentation for it anywhere.

Solution

Add new content for this feature and maybe write a small tutorial on how to do this locally as well.
