[Tech Debt] Clean Up Build Process

Our build process for generating dmgs and exes has become rather complicated and tangled. Refactor the process to be simpler, cleaner, and easier to run locally and in github.

Suggestions - decouple the larger build-app.sh script into separate, targeted scripts. Use a windows runner entirely for the windows build
