Modify gateway configuration for ingest-api data-status endpoints to require a token

Presently, the uploads/data-status and datasets/data-status endpoints do not require read-group membership to access Once globus auth is implemented in the dataset publishing dashboard, a token will be required to view. Change the gateway configuration for these endpoints once this occurs.
