Extend HuBMAP API Gateway to extract API log information

Currently we are grabbing API usage information from Cloudwatch. We will be migrating away from AWS and no longer using the AWS API Gateway. We will instead use this gateway service. We need to improve the logging from this service so that we can extract the same API usage information that we get from Cloudwatch now.
