fix(security): update SCM files and fix template placeholders (#2)

- Update META.scm, STATE.scm, ECOSYSTEM.scm with correct project name
- Replace all template placeholders in SECURITY.md with actual values
- Replace all template placeholders in CODE_OF_CONDUCT.md
- Replace all template placeholders in CONTRIBUTING.md
- Create comprehensive README.adoc with project documentation
- Update STATE.scm with roadmap and current progress (50% complete)

Security fixes:
- Remove template instruction comments from CODE_OF_CONDUCT.md
- Customize security policy for noteg-ssg project
- Add proper GitHub Security Advisory reporting links
