Event data time information incorrect in L1 data 

Looking at the recent EDAC events (EDI: 21551) I noticed the `time` and `timedel` fields are garbage in the L1 data seem ok in the L0 data. Looks like a rollover issue possibly the code wasn't update after the unit switch to `cs` or `0.01s` and the values are rolling over the uint32
