For what I can see, you are using Keystone v3, if there would be a way for you to use keystone v2, it should be solved. The Ceilometer Collector was initially developed for v2, so that would fix your problem.

We are currently adapting all the Collectors code to the Cyclops 3.0 release, so we will also update them to work with both Keystone versions without any problem.

so collector works good. but UDR doesn't receives data:
