Create a diff of [rfced] comments #23
Description
During the second pass of editing, an editor will update questions to the authors that have been added to either the RFCXML or kramdown-rfc file.
It is useful to provide the first editor with a diff of author questions because the first editor is usually handling the final review of the document and the answers to the questions asked of the authors.
The current script that does this is called mkaqdiff.
