Single Prefix Mode

If you do not wish to have multiple prefixes on one topic you should be able to set it to only allow one prefix.

Things to keep in mind:

1. The interface on the posting/editing screen would have to change to only allow one prefix to be put onto a topic.
2. When changing into Single Prefix Mode, need to figure out a way of choosing which prefix to use on a topic with multiple prefixes.
