Force Restrictions #15

Description

@imkingdavid

Here is another thing I've been thinking about.

As it is, some moderators can potentially be unable to perform a moderation task normally, but are able to do so by using a multi-mod which they have been given permission to use. For instance, a certain moderator might be unable to lock a topic in a specific forum normally, but a multi-mod that they can use in that forum will lock the topic.

This could lead to countless issues, so it should be looked into.

Another issue, which is a bit less of a security issue, but which should still be looked into, is the fact that topic prefixes can be applied to topics that reside in forums in which the prefix is not normally allowed.

Sometimes this can be a good thing, but others, it can cause issues, or at the very least, could be simply not what the administrator wants.

So my idea is, per multi-mod, to add a new setting that will be:
"Force Restrictions: [x]
Take permissions and restrictions into account when applying this multi-mod?
In other words, some actions might not be performed if not normally allowed in a specific forum."

When checked, prefixes that are disabled normally for that forum will not be applied even when enabled in a multi-mod that can be used in that forum. The same goes for other moderator actions that a moderator would normally be unable to perform.

If you have a better idea of how this should work, let me know and I will consider it.
