Prefixes in Title #16
Description
Prefixes should show in the browser page title area as well (but without the styling). Currently, the method that pulls a topic's prefixes automatically parses them, so there needs to be a change in the parameters to allow you to specific when not to parse them, but just return the plaintext version of them.
