Add a "Reopen closed tab" option to Tab Context Menu

The problem

It's become second nature to me to right click on any tab in order to find any options related to open & closing tabs. I've noticed that the option to reopen closed tabs is not present when right clicking on a tab which feels a little jarring. In order to access it, I would have to right click in an empty space of the tab section. I do not think this is a bug but a feature that's left to be implemented.

Possible solutions

Add the option to reopen closed tabs to the Tab Context Menu

Additional context

I am unsure - and unable to test - if this feature (or lack thereof) is present only on Windows or other ports of Helium as well so I am submitting this in helium-windows.
