[Bug]: Window control buttons disappear when vertical tabs are on the right side

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

When the vertical tab bar is on the right side and expanded, the Window button control are not visibles but are functional.

How to Reproduce?

1. Enable vertical browser layout
2. Enable Show vertical tabs on right side

Actual behavior

1. The Window button control are not visible:

They are functional.
2. If the bar is collapsed, the buttons become visible again:

Expected behavior

The Window control buttons should be visible if the vertical tabs are on right side and expanded.
