get iok to build on github pages

This is good for the admin workflow. People would also want to run their own versions of the webapp if it's easy to set up.

https://github.com/indexofknowledge/iok-ghp is an early attempt using submodules and GHA, but GHA is flaky, or I'm not using it right. We can just do it manually
