v1.1.6 got only fail reports from CPAN Testers:

Partially this is because of the undeclared Path::Tiny depedency (see other issue), but there seems to be another issue, too.

I got a similar FAIL when testing v1.1.8 against perl-5.31.6 as part of "CPAN River 3000" testing this week.
