In the XSD, relax the order of elements where the order does not matter [BVAL-694]

for this one we'd need to:

• add two new XSDs for 4.0 into: https://github.com/jakartaee/validation/tree/main/src/main/xsd
  • when copying the XSD make sure that the versions in it are bumped (especially here:

    validation/src/main/xsd/validation-configuration-3.0.xsd

After looking into this a bit (https://www.w3.org/TR/xmlschema-1/#declare-contentModel) I didn't see an easy way to get this working:

• all does not allow maxOccurs = unbounded
• sequence that we use now requries the order
• choice ignores the maxOccurs of the "options"

Hence, putting this one "on hold" for now.
