Feat: CSS to Tailwind CSS converter

Hello!
I have a feature suggestion for a tool that can convert css styles to tailwind css classes. It can also identify tailwind colors and sizes. I'd be happy to develop this. Do let me know your thoughts and whether I can get started with this?
