Create operate.py

Python script for the operation of systems.

• Allow user to select the model to operate. Can handle all system types.
• Requires input of laser sensor topic.
• Allow for pausing of system by pressing Enter.
• Add message specifying requirements of system e.g. 181 range measurement, 180° FOV and 10Hz

May not be able to rely on the pretrained models due to file size limitations on GitHub. Pickling the theano function still results in a large file and may have other issues when operating on a non-GPU computer. Other options may including the use of getstate and setstate functions however am yet to determine how these operate.
