Requiring Upload CGM toggle could exclude some users

The Service derives from a remote data service class which is designed to upload data to a remote locations. Such as the nightscout service, which also derives from that class. However, services of that class won't receive updates from CGMs if the upload toggle in the CGM setting is "off". This will become a bottle neck for those users that

• want to use the garmin service but
• don't want to upload their CGM data (e.g. to nightscout).

A better solution might be that the setting is per service, instead of globally. How many users are affected is to be seen.
