Does ufw add rules only to the ufw-user-input chain?

I was wondering if ufw add commands only affect the ufw-user-input-chain? It seems so on my installation of ufw, which makes ufw add commands where the from address is from this host to be pointless, since it not affecting packets going to the OUTPUT chain.
