Write to and Read From CSV

Requirements

1. Save the output of P10 into a CSV file. Use the below data to compress.
2. Read the saved CSV file and the read data should be equal to the data below.

@JasonGoot , here's the ticket for reading and writing CSV file. Use pandas to reading and writing CSV files. You can use the below tutorial to get you started:

Additionally, create a new python file for the code, and another for the unit tests.
