Private users need to be able to be not seen by everyone

How this should work

1. Alice sets account to private
2. Bob can no longer see Alice's accounts unless he requests access from her
3. Bob requests access to Alice's accounts
4. Alice receives Bob's request for access
5. Alice approves Bob's request
6. Bob can see all of Alice's accounts
