[RFE] Support OCP 2-node + arbiter OCP clusters

It would be nice to be able to create OpenShift clusters with kcli create cluster openshift which use the 2 control plane + 1 arbiter architecture as described in https://docs.redhat.com/en/documentation/openshift_container_platform/4.20/html/installing_a_two_node_openshift_cluster/about-two-node-arbiter-installation

this is sady only available for baremetal platform (and via AI/ABI mechanisms which leverage baremetal under the hood)

We're adding none support for TNA in the installer.

Once it's added in the installer, we would pretty much have to

• edit the install-config.yaml at line 49 and handle the tna case with an extra boolean
• when tna is defined, we will have to store the corresponding pointer ignition
• instead of creating 3 ctlplanes, we would create 2 plus a vm named $cluster-arbiter with default lower specs (same as bootstrap for instance) and making sure it deploys using the arbiter ignition

I have used a custom built installer based on openshift/installer#10236 , we can't merge the kcli PR until the installer one is merged
