Use load IDs in object metadata to track an upload set in the workspace uploader

Depends on https://github.com/kbaseapps/AssemblyUtil/issues/93

Currently tracks state in yaml files, which if a batch is submitted, partially fails, and the workspace is then uncontactable, means that there's not way to update the state.
