Convert laounicodebasic_on_thaikbd and thai-uni to release #3875

These two keyboards are in legacy. I think they need decompiling and fixing up to include all the normal files and then releasing under:

  • release\l\lao_on_thai_layout - maybe call it Lao on Thai layout
  • release\t\thai_kedmanee - call it Thai Kedmanee

I don't like keyboard names to include the word keyboard or the word unicode (or uni), so I'd like them renamed appropriately. I've suggested names above, but if you feel differently, please say what you think and we can discuss.

For deprecating keyboards, you'll need the new keyboards to indicate they are deprecating the old keyboards. That is in the .kps file on the Details tab.

You also need to put a file called DEPRECATED.md in the old keyboard folders. You can see how we did it for the \keyboards\legacy\l\latin_american keyboard if you want.

In some of the documentation files there are instructions on installing keyboards. You should remove that kind of thing because the website includes instructions on installing Keyman and keyboards. We don't need to duplicate that in the documentation as things change with different versions of Unicode.
