support(windows): Tigrigna keyboards appear in Keyman Configuration, but not taskbar menu

Describe the bug

This is a weird one... the net result is that I have 3 Tigrinya keyboards installed (2 ti-Er, 1 ti-ET) as shown below:

And only 1 appears in the Keyman taskbar menu for selection -and it is the Windows system keyboard for Tigrinya Ethiopia (which I didn't install), not one of the above 3:

Reproduce the bug

1. I removed the "Tigrinya (Eritrea)" language support (which includes the system ti-ER keyboard) under "Settings > Time & Language > Language & region", oddly, the keyboard remained in the menus, even after a restart.
2. Installed the GFF Tigrinya-Eritrea keyboard. It does not appear in the keyboard, but the system keyboard remains.
3. Repeat 2, same result.
4. Repeat 2, same result.
5. Installed the GFF Tigrinya-Ethiopia keyboard. It does not appear in the menus, but now GFF Tigrinya-Eritrea does appear. GFF Tigrinya-Eritrea is under a [TI] icon along with the system Tigrinya-Eritrea keyboard.
6. Install the Geezword Tigrinya keyboard. Now, no Tigrinya keyboards appear in the menus, except for the system keyboard which is now "Tigrinya-Ethiopia" (this may have appeared on step 5, and I misread the name). The other 3 Tigrinya keyboards appear in the menus (see attached photos).
7. Returning to "Settings > Time & Language > Language & region", "Tigrinya (Eritrea)" has returned, and there is no entry for "Tigrinya (Ethiopia)" that would go with the system keyboard that has appeared.

Yes, installing both Tigrigna Eritrea and Tigrigna Ethiopia does cause problems -- this is a known limitation in Windows. Can you get it working correctly when you install keyboards for only one of those languages at a time?

Hi @mcdurdin , a difficulty is that I have been unable to remove the system keyboard for Tigrigna, even after removing the language pack. Once it appears (icon ት within a white square) it doesn't go away, and appears to block any ti- keyboard from Keyman. A keyboard will install correctly when a Windows system has no previous ti- keyboard . It seems we can't get back to the "clean slate" starting point.

I'll try to report the issue to Microsoft, if you can do so also from a vendor account, that would be great. Until MS can address the issue, would it avoid the problem if Keyman were to installed any ti-ER , ti-ET as just ti (Windows only)? I'm running out of clean-slate computers to test on 😀

@dyacob this has slipped past my radar, sorry. I think Windows will require a region for the language installation -- i.e. can't just install ti. We are low on capacity to investigate this further right now -- need someone to spend time with VMs investigating various scenarios. @rc-swag may revisit once his work on ARM64 support is complete
