bug(windows): unexpected entries in Keyboard layout list after installing/deinstalling keyboard

Following misbehaviour is observed on Win11 arm:

1. Installing keyboard Khmer Angkor --> Keyboard layout lists English (United States) and Khmer (Khmer Angkor) which is as expected
2. With additional installation of keyboard Kreative SuperCyrillic (select Russian) the Keyboard layout is not only enhanced with Russian Kreative SuperCyrillic but in addition with a Khmer Khmer which is unexpected. (The Khmer Khmer will disappear after reboot.)

A similar issue occurs if one of Khmer Angkor or Kreative SuperCyrillic is uninstalled, and Windows is rebooted: The resulting Keyboard layout has the uninstalled keyboard removed but there are two additional entries Khmer and Russian (screenshot shows Keyboard layout after deinstallation of Khmer Angkor). The two unexpected keyboards are removed after rebooting.

Issue is not observed with Windows 10.

This is a summary with some screen shots of this users issues

The user uses the one (English) US-International Keyboard, for all major languages in which I write, English and German among them.
This first screenshoot show the correct configuration before Keyman is installed : all regular languages were correctly set up, all with only one (the same) Keyboard, “US-Intl”. Correspondingly, on Windows’ Input method selector, I had one entry for each language, each with the correct keyboard US-Intl.

**Keyman installed but no extra Keyboards yet and already two additional entries appear. **
Two additional entries showed up: English-US (the regular US Keyboard, not the international one which I use) and German (the regular German keyboard).

Final notes on users Windows installation.

It may be relevant that my display interface language in Windows is English, and that German is the language that Windows was first installed in. This may be related to the fact that for the other languages, e.g. Portuguese, no additional regular keyboard shows up, but only for English and German. Still, without Keyman the spurious additional keyboards do not show up (after rebooting), and they did not use to exist a few months back. It may well be that this started with an update of Keyman, but I cannot put my finger on it.

The Table below lists the observations between Windows 10 and Windows 11.
Installing Khmer Angkor first there is LangID (LCID) km-KH
It will use ITfInputProcessorProfileMgr.RegisterProfile followed by
InstallLayoutOrTip from input.dll

At this point there is no extra Khmer Windows keyboard. However, enumerating the TSF we can see two entries for Khmer.

Then install the Kreative SuperCyrilic which does don't have LCID (az-Cyrl-RU) it will then first use
Set-WinUserLanguageList (first calling Get-WinUserLangList)
Then
ITfInputProcessorProfileMgr.RegisterProfile
and finally
InstallLayoutOrTip from input.dll
After this has run on Windows 11 there is now Microsoft Khmer keyboard in the language list.
And the KBID has changed.

Which means it is saying Device ID 0x0453 of Khmer with an LangID 0x0453 to give a different KLID of "04530453". In Windows 10 the extra Keyboard is still in the TSF enumeration but it still has a deviceID 0x0409 of US.

I have found this issue which #12548 is also related.
I installed Bulgarian (Phonetic) Basic, with the previous two keyboards listed in this current PR>
It was ok untill I restarted Windows, signing in and out of Windows wasn't a trigger but a restart was after that it had an extra Windows Cyrillic.
Under the registry key
HKCU\Contorl Panel\International\User Profile\az-Cyrl-RU
There was {2000:0000082C} in addition to the Keyman registered TIP.
