bug(windows): missing registry key for kmtip after v19 upgrade from v18 on ARM devices

If Keyman version 18 is installed and a Windows on Arm device and then a Keyman version 19 installer is run. The end result is that the kmtip registry entry is missing.

Registry Key: HKEY_LOCAL_MACHINE\SOFTWARE\Classes\CLSID\{FE0420F1-38D1-4B4C-96BF-E7E20A74CFB7}\InprocServer32
is missing there is no entry for the Keyman GUID {FE0420F1-38D1-4B4C-96BF-E7E20A74CFB7}.
There this should have the path to the kmtiparm64x.dll.

Installing a fresh version 19 or upgrading a minor dot point 19 does not have the same issue.

I can see looking at the Diag/keymandesktop-*.log that what is happening is the registry entry for HKEY_LOCAL_MACHINE\SOFTWARE\ClassesCLSID\{FE0420F1-38D1-4B4C-96BF-E7E20A74CFB7}\InprocServer32 is being added line number 3271-3275

Even this specifies the value to remove the last line effectivley removes the HKEY_LOCAL_MACHINE\SOFTWARE\ClassesCLSID\{FE0420F1-38D1-4B4C-96BF-E7E20A74CFB7} key completley.

This only occurs in going from a version that doesn't support ARM to a version that does on a ARM device. On a version amd64/x86 device the install is fine.

The pool of people that would install the unsported version and then install supported version will be small. Requiring the unistallation of the unsupported version 18 before install 19 will not be a catstrophic for the user.

I will defer this as lower priority while working on higher priority issues. In the mean time, we can add a statment to the blog and possibly KB article about it.
