Mixing between localized templates and localized translation resource

The code currently relies on localized templates (e.g `killbill-email-notifications:UPCOMING_INVOICE_en_US`) and at the same time relies on `Translation_en_US` strings.

I think both approach would work, but we should probably not mix the two.
