Feat: Integrate custom decorator to @pytest.mark.timeout(method='thread')

This is to address current limitation ( graceful termination) on windows env.

If possible, consider adding 'graceful_thread' option to @pytest.mark.timeout(method=XXX)

[Discussion] At the moment., it seems impossible to integrate the custom decorator to pytest.mark.timeout itself, as a consequence of the original issue itself, there is no possible other way to gracefully terminate a hanging function without using SIGNAL.ALRM (which is supported only in Linux). The suggested workaround would to use a hardcoded decorator inside pytest-timeout and apply to target methods/functions. Disclaimer: It is highly recommended to not to use this decorator and use the pytest-timeout native methods directly. Sample usage is posted below:

            ...

            @t.timeout(time=XXX)
            def test_function():
