Add staff view to edit users

**What problem does your proposed feature solve?**
Right now we have to navigate through the admin page to edit a user's staff status. This works, but it is clunky and hard to tell if you are selecting the correct user.

**Describe the solution you'd like**
An endpoint at `/account/users/<id>/` where staff users could change the staff status of other users.
