Fixture plugin

I am wondering if it would be worth turning the fixtures into a plugin?

These are generally useful across all of our projects and tools. For example, I need bed, bams, ... for tests in the chromosome convert in lcdblib; For now I am just hijacking pybedtools example data, but having these fixtures easily available would be useful.

Thoughts?
